This publication stems from the idea of bringing together in a single volume the results of two-year Presidency of the ACA-Europe by the Italian Council of State. The leitmotif chosen was the "horizontal dialogue" among the Supreme Administrative Courts and the Councils of State of the EU, in line with the judgment of the EUCJ of 6 October 2021, C-561/2019 (the so-called new CILFIT).
